13. AWARD CONTRACT: FINANCIAL MANAGEMENT SOFTWARE ANNUAL\nMAINTENANCE – F2M5-75, C2M23-39, M2M23-84\nThe Finance Department utilizes Tyler EDEN as the financial management software for\nthe City. The EDEN system provides several crucial software/database modules, including\ngeneral ledger, accounts payable, payroll, and human resources. EDEN software is\nlicensed to the City from Tyler Technologies, Inc. and is critical to the operations of the\nFinance Department. Tyler Technologies, Inc. is the sole provider of software licenses,\nuser support, software updates, and version upgrades for the EDEN product. Pursuant to\nAlhambra Municipal Code 3.36.080 (B)(2), the purchase method may be dispensed when\nthe equipment can only be obtained from one source (sole source). Staff is recommending\nan award of contract to Tyler Technologies, Inc. Staff will be bringing an item to the next\nCity Council meeting to request for an award of contract for a new Enterprise Resource\nPlanning (ERP) accounting system.\nRecommended Action: City Council award a professional services agreement,\nsubject to final language approval by the City Manager and City Attorney, to Tyler\nTechnologies, Inc. (EDEN) for the annual software support, maintenance, and license\nagreement for the City’s Financial Management System in an amount not to exceed\n$71,000; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M23-84)
