3. WATER RATE STUDY – F2M23-50\nThe City of Alhambra’s Utilities Department Water system is made up of 143 miles\ndistribution mains, 3742 valves, 1118 hydrants and 13 reservoirs, the system delivers\nwater and fire protection to the entire City of Alhambra. The current Water Rate Structure\nfor the City of Alhambra was adopted in 2009, and the water rates have not been adjusted\nsince 2013. The Utilities Department contracted Robert D. Niehaus Inc. (RDN) to review\nthe current water rates and develop a 5-year financial plan for Water Fund to ensure\nfinancial sufficiency for continued operation, capital improvement, debt service and\nreserves. Mr. Anthony Elowsky from RDN will present the cost-of-service analysis and\nWater Rate Structure they have designed to meet the requirements under Proposition\n218.\nRecommended Action: City Council receive and file this informational report.\nPUBLIC HEARINGS
