21. APPROVAL OF MEASURE R FUNDING AGREEMENT WITH THE LOS ANGELES\nCOUNTY METROPOLITAN TRANSPORTATION AUTHORITY (METRO) FOR THE\nFREMONT RAMP AND INTERCHANGE IMPROVEMENTS – F2M19-32, C2M23-41,\nM2M23-88\nOn March 13, 2023, the City Council authorized a Cooperative Agreement with Caltrans\nfor the Fremont Ramp and Interchange Improvements as part of “Advancing Alhambra” to\n11\n5-22-23\nimprove local roads and safety and reduce traffic and congestion throughout Alhambra.\nOn May 8, 2023, the City received a Funding Agreement from Metro for the Fremont Ramp\nand Interchange Improvements in the amount of $100 million; staff is seeking City Council\napproval to execute the Funding Agreement to enable reimbursements to the City for past\nand future expenses related to this mobility improvement project. The Fremont Ramp and\nInterchange improvements are intended to keep motorists on the I-10 rather than\nencourage repeat cut through via Alhambra’s streets and neighborhoods. Since traffic will\nbe more efficient with less congestion, the improvements will aid in reducing idling and\nimproving air quality in Alhambra.\nRecommended Action: City Council approve a Funding Agreement with the Los\nAngeles County Metropolitan Transportation Authority (Metro) for the Fremont Ramp and\nInterchange Improvements, subject to final language approval by the City Manager and\nCity Attorney; authorize the City Manager to execute said Agreement; and, direct staff to\nundertake the steps necessary to finalize the Council’s action.
