23. AWARD CONTRACT: ALHAMBRA COMMUNITY CENTER PROJECT MANAGEMENT\nSERVICES – F2M22-65, RFP2M22-22, C2M23-43, M2M23-91\nOn November 14, 2022, the City Council authorized the circulation of a Request for\nProposals for Project Management Services for the Alhambra Community Center Project.\nThe Project Manager will be responsible for duties from feasibility study completion\n12\n5-22-23\nthrough the completion of construction, including but not limited to; oversight of the\nenvironmental review process; RFP, selection, and Architect oversight; value engineering;\nbid packages for construction; maintain project schedule; project budget oversight; on-site\nproject management services through completion of construction; assist with community\noutreach, and other duties as may be required. A total of four (4) proposals for this project\nwere received from qualified consulting firms. On May 1, 2023, an evaluation panel\nconsisting of two City Council members and four City staff members interviewed and rated\nthe firms to determine how each met the essential requirements outlined in the RFP,\nincluding: Compliance with the RFP Requirements; Project Understanding and Approach;\nExperience; Level of effort, schedule, and cost-effectiveness to provide efficient services.\nAfter careful consideration, the evaluation panel determined Corbis and Cowley best\nmeets the City’s criteria and overall needs.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, by and between the City of Alhambra\nand Corbis and Cowley, for Project Management Services for the construction of the\nAlhambra Community Center in an amount not to exceed $750,000 or $25,000 per month\nfor 30 months; and, direct staff to undertake the steps necessary to finalize the Council’s\naction.
