9F. COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT\nPARTNERSHIP AND EMERGENCY SOLUTIONS GRANT PROGRAMS\nCOOPERATION AGREEMENT – AMENDMENT NO. SIX\nThe Housing and Community Development Act of 1974 requires cities with a population\nunder 50,000 to enter into a cooperation agreement with counties or the State in order\nto be part of the Urban County Community Development Block Grant Program (CDBG),\nHOME Investment Partnership Program (HOME), Emergency Solutions Grant Program\n(ESG) and any subsequent United States Department of Housing and Urban\nDevelopment Program (HUD), which may become available to the counties to be used\nfor eligible housing and community development activities. Approval of Resolution No.\n2023-11 would extend the life of the existing Cooperative Agreement. The current\nAgreement (Amendment No. Five to the Cooperation Agreement) covers Fiscal Years\n(FY) 2021-2022 and 2022-2023.\nRECOMMENDED ACTION:\n1. City Council declare that the project is exempt from the California Environmental\nQuality Act (“CEQA”) under Section 15061(b)(3) as the activity is covered by the\ngeneral rule that CEQA applies only to projects which have the potential for causing\nsignificant effect on the environment. Where it can be seen with certainty that there\nis no possibility that the activity in question may have a significant effect on the\nenvironment, the activity is not subject to CEQA; and\n2. Approve Resolution No. 2023-11 approving Amendment No. Six to the City’s\nCooperation Agreement with the County of Orange entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, APPROVING AND ACCEPTING A COMMUNITY\nDEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIP\nAND EMERGENCY SOLUTIONS GRANT PROGRAMS COOPERATION\nAGREEMENT AMENDMENT NO. SIX”; and\n3. Authorize the City Manager to execute Amendment No. Six to the City’s Cooperation\nAgreement with the County of Orange on behalf of the City.\nMay 23, 2023
