(“EBS”): Pacific Coast\nHighway Improvements at Aviation Blvd & Pier Ave. EBS has alleged it\nsuffered damages related to delay in finishing the project.\n*Significant exposure to civil litigation means that there exists facts and\ncircumstances where the City may face a lawsuit.
