3. CONSIDERATION OF RESOLUTION 23-34, DESIGNATING THE OSGOOD HOUSE\nAS A HISTORIC CULTURAL LANDMARK, TO BE INCLUDED IN THE SIERRA\nMADRE REGISTER OF DESIGNATED HISTORIC LANDMARKS FOR THE\nPROPERTY LOCATED AT 615, 617, AND 619 WEST MONTECITO AVENUE; AND\nCONSIDERATION OF RESOLUTION 23-35, APPROVING A MILLS ACT CONTRACT\nFOR THE RESTORATION AND REHABILITATION OF THE OSGOOD HOUSE\nLOCATED AT 615, 617, AND 619 WEST MONTECITO AVENUE\nIt is recommended that the City Council hold a public hearing to consider all pertinent\ntestimony, and approve the designation for historic cultural landmark status of the\nOsgood House, an existing multifamily residential property located at 615, 617, and 619\nWest Montecito Avenue, by adopting City Council Resolution 23-34 and consider the\napproval of a Mills Act Contract for the Restoration and Rehabilitation of the Osgood\nHouse by adopting City Council Resolution 23-35.\nCEQA FINDINGS\nThe proposed requests for rehabilitation and restoration are in conformance with the\nSecretary of the Interior’s Standards for Treatment of Historic Properties. As such, the\nproposed work is categorically exempt from further review under the California\nEnvironmental Quality Act (CEQA Guidelines Section 15331). This section exempts\nprojects that are limited to the maintenance, repair, stabilization, rehabilitation,\nrestoration, preservation, conservation, or reconstruction of historical resources in a\nmanner consistent with the Secretary of the Interior’s Standards. Furthermore, the\nproposed requests are further exempt from CEQA review pursuant to Section 15301 as\nit involves no expansion of the existing use.\nDISCUSSION
