2. CONSIDERATION OF RESOLUTION 23-31, CONDITIONALLY APPROVING A\nTENTATIVE PARCEL MAP 22-01 (TPM 22-01); A REQUEST TO SUBDIVIDE THE\nPROPERTY FOR A CONDOMINIUM PROJECT LOCATED AT 182 WEST\nHIGHLAND AVENUE\nIt is recommended that the City Council hold a public hearing to consider all pertinent\ntestimony and consider approval of the application for Tentative Parcel Map 22-01\n(TPM 22-01) by adopting City Council Resolution 23-31.\nCEQA FINDINGS\nThe project qualifies for a Class 15 (Minor Land Division) and Class 3 (New\nConstruction or Conversion of Small Structures) Categorical Exemption under Section\n15315 and 15303 of Article 19 Categorical Exemptions of the California Environmental\nQuality Act (CEQA) as the project constitutes (i) division of the land of four or less\nparcels, is in conformance with the Sierra Madre General Plan and zoning\nrequirements, does not require variances or exceptions, maintains accessibility and\navailability of services, is not part of a larger parcel division undertaken within two years\nprior the date of application, and does not have an average slope greater than twenty\npercent; and (ii) new construction of multifamily residential structures totaling no more\nthan six dwelling units within an urbanized area.
