15. VISTA CANYON RECYCLED WATER FACTORY CONTRACTS AND\nAGREEMENTS - This item considers approval of a contract between PERC Water\nCorporation and the City of Santa Clarita (City) for the Vista Canyon Recycled Water\nFactory, in addition to an agreement in form between the City and the Santa Clarita\nValley Water Agency.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve an agreement in form between the City of Santa Clarita and the Santa\nClarita Water Agency and authorize the City Manager to make non-material\nchanges and execute the final agreement, subject to City Attorney approval.\n2. Appropriate an ongoing expenditure for $762,416 from the Vista Canyon\nWastewater Standby fund balance (Fund 368) per attached Exhibit A, effective\nFiscal Year 2023-24.\n3. Appropriate a one-time funding expenditure for $60,089 from the Vista Canyon\nWastewater Standby fund balance (Fund 368) per attached Exhibit B, effective\nJune 2023.\n4. Award a five-year contract to PERC Water Corporation to provide operations and\nmaintenance at the Vista Canyon Recycled Water Factory in the amount of\n$3,162,845; and authorize a contingency of $316,285, for a total contract amount\nnot to exceed $3,479,130.\n5. Authorize the City Manager or designee to execute up to two additional one-year\nrenewal options, plus an adjustment consistent with the appropriate Consumer\nPrice Index (CPI for Los Angles, Riverside, Orange County, June) adjustments,\nupon request of the contractor, and contingent upon the appropriation of funds by\nthe City Council in the annual budget for such fiscal year.\n6. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. Speaker cards may not be submitted relating to any items listed on the agenda.\nSTAFF COMMENTS
