SUBSTANTIAL AMENDMENT TO THE 2020-21 ANNUAL ACTION PLAN -\nDraft Substantial Amendment to the 2020-21 Community Development Block Grant\nAnnual Action Plan and the funding recommendations contained therein are submitted\nfor approval.\nRECOMMENDED ACTION:\nCity Council approve the Draft Substantial Amendment to the 2020-21 Annual Action\nPlan and funding recommendations contained therein, and authorize the City Manager or\ndesignee to execute all required documents, subject to approval of the City Attorney.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.

10. 2022-23 OVERLAY AND SLURRY SEAL PROGRAM, PROJECT M0149 -\nAPPROVE PLANS AND SPECIFICATIONS AND AWARD CONSTRUCTION\nCONTRACTS - The annual overlay and slurry seal projects are an integral part of the\nCity’s pavement management program. Each year, streets are evaluated and identified for\nneeded pavement preservation and rehabilitation treatments.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve plans and specifications for the 2022-23 Overlay A project, Project M0149.\n2. Approve plans and specifications for the 2022-23 Overlay B project, Project M0149.\n3. Approve plans and specifications for the 2022-23 Slurry Seal project, Project M0149.\n4. Find the 2022-23 Overlay A, Overlay B, and Slurry Seal projects exempt from review\nunder the California Environmental Quality Act (CEQA) pursuant to Title 14 of the\nCalifornia Code of Regulations, Article 19, Section 15301.\n5. Award the 2022-23 Overlay A construction contract to Sully-Miller Contracting\nCompany, in the amount of $4,161,750 for base bid and alternate one construction,\nand authorize a contingency in the amount of $832,350, for a total contract amount\nnot to exceed $4,994,100.\n6. Award the 2022-23 Overlay B construction contract to Toro Enterprises, Inc., in the\namount of $4,537,666 for base bid and alternate one construction, and authorize a\ncontingency in the amount of $907,533, for a total contract amount not to exceed\n$5,445,199.\n7. Award the 2022-23 Slurry Seal construction contract to American Asphalt South,\nInc., in the amount of $2,177,080 for base bid construction, and authorize a\ncontingency in the amount of $435,416, for a total contract amount not to exceed\n$2,612,496.\n8. Award a professional services contract to Twining, Inc., to provide project inspection,\nmaterials testing, and construction management support services for the 2022-23\nOverlay and Slurry Seal Program in the amount of $1,069,836 for base bid and\nalternate services, and authorize a contingency in the amount of $213,967, for a total\namount not to exceed $1,283,803.\n9. Award a professional services contract to PSOMAS to provide professional survey,\nmonument preservation, and restoration services for the 2022-23 Overlay and Slurry\nSeal Program in the amount of $226,416 and authorize a contingency in the amount\nof $45,283, for a total amount not to exceed $271,699.\n10. Award a professional services contract to Ghirardelli Associates, Inc., to provide staff\naugmentation services for construction support for the 2022-23 Overlay and Slurry\nSeal Program, for a total contract amount not to exceed $275,000.

RESOLUTIONS INITIATING THE ANNUAL LEVY OF SPECIAL DISTRICTS\nFOR FISCAL YEAR 2023-24 - This required procedural matter provides for the\nadoption of resolutions initiating proceedings for the Annual Levy of Special Districts for\nFiscal Year 2023-24.\nRECOMMENDED ACTION:\nCity Council adopt resolutions initiating proceedings for the levy and collection of\nassessments for Fiscal Year 2023-24 for the Landscape and Lighting District, Drainage\nBenefit Assessment Areas, the Golden Valley Ranch Open Space Maintenance District,\nand the Open Space Preservation District.

LANDSCAPE MAINTENANCE CONTRACT FOR LMD ZONE T-1 AD\nVALOREM - Award contract to Stay Green, Inc., to provide recurring landscape\nmaintenance services for Landscape Maintenance District Zone T-1 Ad Valorem.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a two-year contract to Stay Green, Inc., to provide landscape maintenance\nservices to Landscape Maintenance District Zone T-1 Ad Valorem for an annual base\namount of $62,400, plus an additional $18,720 in annual contract expenditure\nauthority to address unforeseen maintenance and repairs, for a total two-year amount\nnot to exceed $162,240.\n2. Authorize ongoing appropriations from Landscape Maintenance District Zone T-1 Ad\nValorem (Fund 367) totaling $51,170 to support recurring landscape maintenance\nservices expenditures associated with the recommended contract award commencing\nin Fiscal Year 2023-24 as shown on Exhibit A.\n3. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amount,\ninclusive of as-needed expenditure authority, plus an adjustment in compensation\nconsistent with the appropriate Consumer Price Index, upon request of the contractor,\nand contingent upon the appropriation of funds by the City Council in the annual\nbudget for such fiscal year.\n4. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

13. CITYWIDE STREET SWEEPING CONTRACT - Consideration of a contract for\nCitywide street sweeping services.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to Clean Site Services for Citywide street sweeping in the amount\nof $1,200,000, plus a 5 percent contingency, for a total annual amount of $1,260,000,\nwith annual Consumer Price Index (for Los Angeles, Riverside, and Orange County,\nDecember) adjustments, for a five-year base term beginning on July 1, 2023, and\nauthorize two, optional one-year renewals.\n2. Appropriate $142,001 from the Stormwater Utility fund balance to expenditure\naccount 3567220-514103 on a one-time basis for Fiscal Year (FY) 2022-23.\n3. Authorize an ongoing annual appropriation of $306,605, from the Stormwater Utility\nfund balance to expenditure account 3567220-514103 effective FY 2023-24, plus an\nadjustment consistent with the appropriate Consumer Price Index (CPI) beginning in\nFY 2024-25, contingent upon the appropriation of funds by the City Council in the\nannual budget for such fiscal year.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

14. VALENCIA GLEN AQUATICS BUILDING - EMERGENCY REPAIR -\nContinuation of the emergency declaration for repairs at the Valencia Glen Aquatics\nBuilding.\nRECOMMENDED ACTION:\nCity Council to continue to receive staff updates regarding the emergency repair project\nat Valencia Glen Park.

VISTA CANYON RECYCLED WATER FACTORY CONTRACTS AND\nAGREEMENTS - This item considers approval of a contract between PERC Water\nCorporation and the City of Santa Clarita (City) for the Vista Canyon Recycled Water\nFactory, in addition to an agreement in form between the City and the Santa Clarita\nValley Water Agency.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve an agreement in form between the City of Santa Clarita and the Santa\nClarita Water Agency and authorize the City Manager to make non-material\nchanges and execute the final agreement, subject to City Attorney approval.\n2. Appropriate an ongoing expenditure for $762,416 from the Vista Canyon\nWastewater Standby fund balance (Fund 368) per attached Exhibit A, effective\nFiscal Year 2023-24.\n3. Appropriate a one-time funding expenditure for $60,089 from the Vista Canyon\nWastewater Standby fund balance (Fund 368) per attached Exhibit B, effective\nJune 2023.\n4. Award a five-year contract to PERC Water Corporation to provide operations and\nmaintenance at the Vista Canyon Recycled Water Factory in the amount of\n$3,162,845; and authorize a contingency of $316,285, for a total contract amount\nnot to exceed $3,479,130.\n5. Authorize the City Manager or designee to execute up to two additional one-year\nrenewal options, plus an adjustment consistent with the appropriate Consumer\nPrice Index (CPI for Los Angles, Riverside, Orange County, June) adjustments,\nupon request of the contractor, and contingent upon the appropriation of funds by\nthe City Council in the annual budget for such fiscal year.\n6. CALIFORNIA AUTOMATED PERMIT PROCESSING GRANT PROGRAM -\nThis item would accept a grant from the California Energy Commission and award a\ncontract to design and build an online permitting platform, pursuant to Senate Bill 379, to\nexpedite solar permitting services.\nRECOMMENDED ACTION:\nCity Council:\n1. Accept the California Automated Permit Processing Grant funds from the State of\nCalifornia Energy Commission.\n2. Award a one-year contract to Camino Technologies in the amount of $95,000 to\ndesign and build an online, automated solar permitting platform to provide expedited\nsolar permitting services to the City of Santa Clarita.\n3. Appropriate funds in the amount of $100,000 to Building and Safety Grant (Fund\n259) Contractual Services account 2593806-516101 and increase Miscellaneous\nGrants Revenue account 259-446101 by $100,000.\n4. Approve an ongoing appropriation for software maintenance agreement with Camino\nTechnologies to service the platform, beginning in FY 2024-25, at $20,000 per year\nfor five years to the Technology (Fund 100) Contractual Services account 1002200-\n516101, contingent upon the appropriation of funds by the City Council during the\nannual budget process in subsequent fiscal years.\n5. Authorize the City Manager, or designee, to execute all contracts and associated\ndocuments subject to City Attorney approval.

RESOLUTION AUTHORIZING THE APPLICATION FOR THE LAND AND\nWATER CONSERVATION FUND GRANT-IN-AID PROGRAM - The City of\nSanta Clarita is eligible to receive up to $6 million through the Land and Water\nConservation Act Grant-In-Aid Program, for local preservation and recreation projects.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution authorizing the City Manager or designee to submit an application\nfor the Land and Water Conservation Act Grant-In-Aid Program for the Via Princessa\nPark project.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

8. FINAL TRACT MAP FOR TRACT NO. 52455-13 (WEST CREEK-AREA D) -\nPursuant to Section 66474.1 of the Subdivision Map Act, approve Final Tract Map for\nTract No. 52455-13. No development is proposed as part of this map which is located\nwest of the intersection of McBean Parkway and Copper Hill Drive, east of West Creek\nCommunity Park.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve Final Tract Map for Tract No. 52455-13.\n2. Accept on behalf of the public the right to restrict further development of lot 1 until\nfurther subdivision by Final Map.\n3. Make findings as follows: This project is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n4. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of Final Tract Map for Tract No. 52455-13, which indicates all\nspecial assessments levied by the City of Santa Clarita are paid.\n5. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of Final\nTract Map for Tract No. 52455-13, which embodies the approval of said map.\n6. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of\nFinal Tract Map for Tract No. 52455-13, which provides for verification that the map\nis technically correct.\n7. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of\nFinal Tract Map for Tract No. 52455-13, which provides for verification of\nsubstantial conformance with the Tentative Tract Map and all provisions of local\nordinances and state laws applicable at the time of approval.

RESOLUTION TO INCORPORATE SENATE BILL 1, ROAD REPAIR AND\nACCOUNTABILITY ACT OF 2017, LOCAL STREETS AND ROADS, ROAD\nMAINTENANCE AND REHABILITATION FUNDS INTO THE CAPITAL\nIMPROVEMENT PROGRAM - Senate Bill 1, Road Repair and Accountability Act of\n2017, Local Streets and Roads, Road Maintenance and Rehabilitation Account funds\nrequires the City to identify project(s) using these funds through the adoption of a\nresolution at a regular public meeting.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution declaring the incorporation of a list of projects proposed to be\nfunded by Senate Bill 1, Road Repair and Accountability Act of 2017, Local Streets\nand Roads, Road Maintenance and Rehabilitation for Fiscal Year 2023-24 into the\nCapital Improvement Program.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.
