1. SUBSTANTIAL AMENDMENT TO THE 2020-21 ANNUAL ACTION PLAN -\nDraft Substantial Amendment to the 2020-21 Community Development Block Grant\nAnnual Action Plan and the funding recommendations contained therein are submitted\nfor approval.\nRECOMMENDED ACTION:\nCity Council approve the Draft Substantial Amendment to the 2020-21 Annual Action\nPlan and funding recommendations contained therein, and authorize the City Manager or\ndesignee to execute all required documents, subject to approval of the City Attorney.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.
