10. 2022-23 OVERLAY AND SLURRY SEAL PROGRAM, PROJECT M0149 -\nAPPROVE PLANS AND SPECIFICATIONS AND AWARD CONSTRUCTION\nCONTRACTS - The annual overlay and slurry seal projects are an integral part of the\nCity’s pavement management program. Each year, streets are evaluated and identified for\nneeded pavement preservation and rehabilitation treatments.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve plans and specifications for the 2022-23 Overlay A project, Project M0149.\n2. Approve plans and specifications for the 2022-23 Overlay B project, Project M0149.\n3. Approve plans and specifications for the 2022-23 Slurry Seal project, Project M0149.\n4. Find the 2022-23 Overlay A, Overlay B, and Slurry Seal projects exempt from review\nunder the California Environmental Quality Act (CEQA) pursuant to Title 14 of the\nCalifornia Code of Regulations, Article 19, Section 15301.\n5. Award the 2022-23 Overlay A construction contract to Sully-Miller Contracting\nCompany, in the amount of $4,161,750 for base bid and alternate one construction,\nand authorize a contingency in the amount of $832,350, for a total contract amount\nnot to exceed $4,994,100.\n6. Award the 2022-23 Overlay B construction contract to Toro Enterprises, Inc., in the\namount of $4,537,666 for base bid and alternate one construction, and authorize a\ncontingency in the amount of $907,533, for a total contract amount not to exceed\n$5,445,199.\n7. Award the 2022-23 Slurry Seal construction contract to American Asphalt South,\nInc., in the amount of $2,177,080 for base bid construction, and authorize a\ncontingency in the amount of $435,416, for a total contract amount not to exceed\n$2,612,496.\n8. Award a professional services contract to Twining, Inc., to provide project inspection,\nmaterials testing, and construction management support services for the 2022-23\nOverlay and Slurry Seal Program in the amount of $1,069,836 for base bid and\nalternate services, and authorize a contingency in the amount of $213,967, for a total\namount not to exceed $1,283,803.\n9. Award a professional services contract to PSOMAS to provide professional survey,\nmonument preservation, and restoration services for the 2022-23 Overlay and Slurry\nSeal Program in the amount of $226,416 and authorize a contingency in the amount\nof $45,283, for a total amount not to exceed $271,699.\n10. Award a professional services contract to Ghirardelli Associates, Inc., to provide staff\naugmentation services for construction support for the 2022-23 Overlay and Slurry\nSeal Program, for a total contract amount not to exceed $275,000.
