Public Hearing and Consideration of Adopting Parks and\nRecreation User Fee Adjustments; and Establishing the\nPass-Through of Actual Credit/Debit Card Transaction and\nRecreation Software Processing Fees; and annual CPI\nadjustments. Environmental Considerations: The action\nbeing considered by the City Council is exempt from the\nCalifornia Environmental Quality Act (CEQA) because it is not\na "project" under Section 15378(b)(5) of CEQA Guidelines.\nThe action involves an organizational or administrative\nactivity of government that will not result in the direct or\nindirect physical change in the environment. Contact Person:\nDirector of Parks, Recreation and Cultural Arts Karlen\nRecommended Action: 1) Adopt the Parks and Recreation\nuser fees as recommended by the Parks and Recreation\nCommission with the addition of cancellation fees for\nRecreation Programs; 2) Adopt the establishment of pass-\nthrough of actual credit card and debit card transaction\nprocessing fees and permit processing fees through the\nregistration software, effective July 1, 2023; 3) Adopt a fee\nadjustment each fiscal year by the Consumer Price Index\n(CPI) of the San Diego Region for the prior calendar year.\nThe CPI will adjust as needed to reflect operational changes\nbeginning July 1, 2024, and on the first day of each July\nthereafter; and 4) Approve City Council Resolution No. 2023-\n59, titled, "A Resolution of the City Council of the City of\nEncinitas Amending the Parks and Recreation User Fees."\n2023-05-24 Item 10B Parks and Recreation Fees Public\nHearing\n2023-05-24 Item 10B Parks and Recreation Fees Public\nHearing - Staff Presentation
