California Department of Housing and Community\nDevelopment ("HCD") Permanent Local Housing Allocation\n("PLHA") Award in the amount of $665,494 and budget\namendment to appropriate funds to the Homeless Action Plan\nImplementation (WC23D) work project. Environmental\nConsiderations: The action being considered by the City\nCouncil is exempt from environmental review pursuant to\nGeneral Rule Section 15061(b)(3) of the California\nEnvironmental Quality Act (CEQA) Guidelines since there\nwould be no possibility of a significant effect on the\nenvironment. In addition, the request is exempt from\nenvironmental review pursuant to CEQA Guidelines Section\n15378(b)(5), which exempts organizational or administrative\nactivities of governments that will not result in direct or\nindirect physical changes in the environment in that the\nrequest is an administrative activity to receive grant funding\nfrom a State entity and is not considered a "project" under\nCEQA.
