Approving the 2023-2028 Consolidated Plan and Fiscal Year (FY) 2023-2024 Annual\nAction Plan\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2023-88 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA, APPROVING THE 2023-2028 CONSOLIDATED\nPLAN AND FISCAL YEAR (FY) 2023-2024 ANNUAL ACTION PLAN WITH\nFUNDING FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), HOME\nINVESTMENT PARTNERSHIP PROGRAM (HOME) AND THE EMERGENCY\nSOLUTIONS GRANT (ESG) FEDERAL ENTITLEMENT PROGRAM FUNDS\n2) Approve final award recommendations for FY 2023-2024 CDBG Program;\n3) Approve final award recommendations for FY 2023-2024 ESG Program;\n4) Approve final award recommendations for the FY 2023-2024 HOME Program;\n5) Approve awarding $45,000 in Emergency Solutions Grant to Volunteers of America\nLos Angeles, under the current site operation agreement for the Hope for Home\nService Center;\n6) Approve Inclusion of funding awards in the Annual Action Plan;\n7) Adopt the 2023-2028 Consolidated Plan and FY 2023-2024 Annual Action Plan; and\n8) Authorize the City Manager to execute appropriate applications and certification\ndocuments for the Annual Action Plan for submittal to the U.S. Department of Housing\nand Urban Development (HUD).\nAttachments: Staff Report - FY 2023-24 Consolidated Plan and Annual Action Plan\nAttachment No. 1 - Resolution 2023-88\nAttachment No. 1 - Exhibit A - FY 23-24 CDBG Funding\nAttachment No. 1 - Exhibit B - FY 23-24 ESG Funding\nAttachment No. 2 - 2023-2028 Consolidated Plan and Annual Action Plan\nAttachment No. 3 - Public Notice\nAttachment No. 4 - Community Needs Survey Results 2023
