The City Council finds the adoption of this ordinance is\nexempt from review under the California Environmental Quality Act because it relates to an\nadministrative matter per CEQA Guidelines, 14 Cal. Code of Regulations, Section 15061(b)(3)\nand 15378(b)(5).
