8.2 Cannabis Retail Sales Business Regulations\n(agendized by Councilmember Horne)\nRecommendation:\n1. Direct the City Manager to draft an ordinance for future\nconsideration by the City Council that would – if adopted by\nthe City Council at a future meeting – authorize the operation of\nstorefront retailer (dispensary) businesses engaged in retail\nsales of cannabis and/or cannabis products.\nAND\n2. Direct the City Manager to draft a resolution for future\nconsideration by the City Council that would – if approved by\nLaguna Woods City Council Agenda  01/18/2023 Regular Page 7 of 9\nthe City Council at a future meeting – set the rate of the\ncannabis business tax authorized by Measure T (Ordinance No.\n22-01) for storefront retailer (dispensary) businesses at the\nhigher of the following: (a) 10% of gross receipts received or\ngenerated for each monthly reporting period, or (b) $35 per\nsquare foot of floor area (annual tax rate) prorated monthly to\none-twelfth of the annual tax rate amount.
