12. Annual Measure M2 Eligibility Submittal Package, Fiscal Year 2023-24\nRecommendation that the City Council take the following actions:\n1. Adopt the Measure M (M2) Seven-year Capital Improvement Program (Fiscal Year\n2023-24 through Fiscal Year 2029-30); and\n2. Approve the City’s Resolution for the Circulation Element, and Mitigation Fee\nProgram for the Measure M (M2) Program; and\n3. Adopt a Resolution Updating the Local Signal Synchronization Plan for the\nMeasure M2 Program; and\n4.
