B.5. AUTHORIZE SUBMISSION OF GRANT APPLICATION TO CA STATE\nPARKS HABITAT CONSERVATION FUND PROGRAM (Report of: Parks &\nCommunity Services)\nRecommendations: That the City Council and CSD:\n1. Authorize the Executive Director or its Authorized Representative, Parks &\nCommunity Services Director, to submit a grant application to California State\nParks for the Habitat Conservation Fund Grant Program under the California\nWildlife Protection Act of 1990 for enhancements along the Equestrian Park &\nNature Center Trail; and\n2. Adopt Resolution No. CSD 2023-xx. A resolution of the Moreno Valley\nCommunity Services District of the City of Moreno Valley, California,\napproving submission of an application for the Habitat Conservation Fund\nProgram funds; Approving implementation of the awarded project; Certifying\nthat the applicant will have the required match and sufficient funding to\ncomplete the project; Certifying that the applicant has or will have sufficient\nfunds to operate and maintain the project; Certifying that the applicant has\nreviewed, understands, and agrees to the provisions contained in the contract\nshown in the Grant Administration Guide; Delegating authority to the Parks\nand Community Services Director to enter into the grant agreement and any\nother required grant documents; and Agreement to comply with all applicable\nfederal, state and local laws, ordinances, rules, regulations and guidelines;\nand\n3. If awarded, accept, and receive grant award funds from California State\nParks Habitat Conservation Fund Grant Program; and\n4. Authorize the Executive Director or designee to process necessary budget\nadjustments and appropriations in FY 23/24 based on actual grant award\nfunds received.
