16. HDB: Approval of Amendment 1 to the Property Use Agreement with Ecco Wireless USA Inc.,\nextending the term for five years from July 1, 2023 through June 30, 2028, to continue the use of\na portion of the Oceanside Small Craft Harbor to provide wireless internet services for its\npermittees, customers, and visitors, at no cost to the Oceanside Small Craft Harbor District; and\nauthorization for the Administrative Officer to execute the amendment
