41. City Council/CDC/HDB: Adoption of resolutions for the following: (1) approving the Appropriation\nLimitation as required by Article XIII-B of the State Constitution, as modified by Proposition 111\nfor FY 2023-24; (2) approving the FY 2023-24 City of Oceanside Operating Budget; (3) approving\nthe FY 2023-24 Measure X Operating Budget; (4) approving the FY 2023-24 City of Oceanside\nCapital Improvements Program Budget; (5) accepting the annual AB 1600 Compliance Report and\nmaking findings required by Government Code Section 66001 regarding the expenditure of\nDevelopment Impact Fees; (6) approving the FY 2023-24 Community Development Commission\nOperating Budget; (7) approving the FY 2023-24 Small Craft Harbor District Operating Budget; (8)\napproving the FY 2023-24 Small Craft Harbor District Capital Improvements Program Budget; and\n(9) approval of a lump-sum prepayment to CalPERS estimated at $17.91 million for the City’s annual\nrequired Unfunded Liability contribution for both Safety and Miscellaneous Retirement Plans;\nprepayment will provide an estimated $598,772 in savings which will be directly applied to the\nCity’s CalPERS Unfunded Liability\n6\nA) Mayor opens public hearing\nB) Mayor requests disclosure of Councilmember and constituent contacts and correspondence\nC) Clerk presents correspondence and/or petitions\nD) Testimony beginning with Jill Moya, Financial Services Director\nE) Recommendation – adopt the resolutions and approve the lump-sum payment to CalPERS
