3-F. ADOPT A RESOLUTION DECLARING A LOCAL EMERGENCY RESULTING FROM THE\n2023 WINTER STORMS AND RATIFYING THE CITY MANAGER’S ADMINISTRATIVE\nDECLARATION OF EMERGENCY DATED JANUARY 12, 2023\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution declaring a local emergency resulting from 2023 Winter Storms and\nratifying the City Manager’s Administrative Declaration of Emergency dated January 12,\n2023; and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe Resolution itself and the actions anticipated by the Resolution were reviewed pursuant to\nthe California Environmental Quality Act (Public Resources Code §§ 21000, et seq., “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regulations §§15000, et seq., the\n“CEQA Guidelines”). Based upon that review, this action is exempt from further review pursuant\nto CEQA Guidelines § 15269(a) because the protection of public and private property is\nnecessary to maintain service essential to the public, health and welfare
