ADOPT A RESOLUTION DECLARING A LOCAL EMERGENCY RESULTING FROM THE\n2023 WINTER STORMS AND RATIFYING THE CITY MANAGER’S ADMINISTRATIVE\nDECLARATION OF EMERGENCY DATED JANUARY 12, 2023\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution declaring a local emergency resulting from 2023 Winter Storms and\nratifying the City Manager’s Administrative Declaration of Emergency dated January 12,\n2023; and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe Resolution itself and the actions anticipated by the Resolution were reviewed pursuant to\nthe California Environmental Quality Act (Public Resources Code §§ 21000, et seq., “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regulations §§15000, et seq., the\n“CEQA Guidelines”). Based upon that review, this action is exempt from further review pursuant\nto CEQA Guidelines § 15269(a) because the protection of public and private property is\nnecessary to maintain service essential to the public, health and welfare

NOTICE OF COMPLETION FOR 2022 SLURRY SEAL AT VARIOUS LOCATIONS,\nSPECIFICATION NO. 2022-005\nIt is recommended that the City Council consider:\n(1) Receiving and filing the Notice of Completion recorded by the Public Works Director on\nDecember 19, 2022 accepting the 2022 Slurry Seal At Various Locations Specification No.\n2022-005 completed by Onyx Paving Company, Inc.; and\n(2) Taking such additional, related, action that may be desirable.

3-H. AMENDMENT TO UNITED STORM WATER INC. AGREEMENT 2309-A, AND AWARD OF\nCONTRACT FOR CATCH BASIN MAINTENANCE\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute the First Amendment, in a form approved by the\nCity Attorney, to Agreement No. 2309-A with United Storm Water, Inc., to retrofit an\nadditional 100 catch basins with Connector Pipe Screens in the amount of $90,000\nincluding labor and 15% contingency;\n(2) Authorize the City Manager to execute a three-year Maintenance Agreement with an\noption to extend for an additional two one-year terms, in a form approved by the City\nAttorney, with United Storm Water, Inc, in an amount of $60,000 per year with annual CPI\nincreases, for the maintenance of all City-owned catch basins and retrofitted County\nowned catch basins with Connector Pipe Screen (CPS) Units.\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nSince the proposed work is a minor alteration to an existing public facility, this project is Class\n1 Categorically Exempt pursuant to the California Environmental Quality Act (CEQA).\n[4.] PUBLIC HEARING – None.\n[5.] NEW BUSINESS
