L. Purchase and Installation of a New Voice Over Internet Protocol (VoIP)\nTelephone System for all City Facilities - That the City Council adopt\nResolution 7418: 1. Awarding and authorizing the City Manager to execute\nAgreements for the procurement, installation and implementation of a new\nVoice over Internet Protocol (VoIP) Telephone System for all City facilities in a\nnot-to exceed amount of $71,660.14 for the initial term as follows: a) Awarding\nand authorizing a Professional Service Agreement with ICS Intelesys, Inc.\n(“Intelesys”) for the installation, integration, and implementation of a new\ncitywide telecommunication (“Unified Communications as a Service,” or\n“UCaaS”) system with an initial term of one (1) year in a not-to exceed amount\nof $13,500; and, b) Awarding and authorizing a Telecommunications\nAgreement with GoTo Communications, Inc. (“GoTo”), for the provision of\nequipment, telecommunications services, software, and software as a service\nfor a new citywide telecommunication system with an initial term of one (1)\nyear in a not-to exceed amount of $58,160.14; and, 2. Authorizing the City\nManager to extend services in a not-to exceed amount of $116,883.84 for up\nto four (4), additional one-year extensions, as follows: a) Extending the\nProfessional Services Agreement with Intelesys, Inc. for up to four (4),\nadditional one-year terms at no cost to the City; and, b) Extending the\nTelecommunications Agreement with GoTo for up to four (4), additional one-\nyear terms, for a not-to exceed amount of $29,220.96 per year; and, 3.\nAuthorizing the City of Seal Beach to become a member of The Interlocal\nPurchasing System (TIPS) at no cost to the City and piggyback from a\nCooperative Purchasing Agreement between Region 8 Education Services\nCenter, Pittsburg, Texas and TIPS, (TIPS Contract #221003) to facilitate the\nprovision of monthly VoIP telephone system services at a lower rate only\navailable to TIPS members; and, 4. Authorizing the City Manager to approve\nadditional work requests in connection with the project in a not-to-exceed\namount of $10,000 for unforeseen project costs; and, 5. Authorizing the City\nManager and City Attorney to make minor, non-monetary revisions to the\nGoTo Agreement, as needed; and, 6. Rejecting all other proposals.
