9N. APPROVE THE FISCAL YEAR 2022/23 BUDGET ADJUSTMENT TO REALLOCATE\nTHE CITY’S AMERICAN RESCUE PLAN ACT (ARPA) FUNDS\nThe City received $9,123,660 from the United States Department of Treasury under the\nAmerican Rescue Plan Act of 2021 (ARPA). As of June 6, 2023, the cash balance in the\nCity’s ARPA Fund is $6,479,954. Staff recommends the City Council approve the\nfollowing amendments to the City’s Fiscal Year 2022/23 Budget:\n• Reallocate $6,479,954 of the City’s law enforcement contract services budget\nfrom the General Fund (#101) to the ARPA Fund (#257);\n• Reallocate $1,662,608 of the ARPA Fund’s budget to the General Fund; and\n• Establish an assigned fund balance in the General Fund of $4,817,346 to provide\nfuture funding for projects as approved by the City Council.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\n2. Amend the Fiscal Year 2022/23 total appropriations for the General Fund (#101)\nfrom $23,118,769 to $18,301,423; and,\n3. Amend the Fiscal Year 2022/23 total appropriations for the ARPA Fund (#257) from\n$5,664,981 to $7,807,247; and\n4. Establish an assigned fund balance in the General Fund (#101) of $4,817,346 to\nprovide future funding for projects as approved by the City Council; and\n5. Direct staff to adjust the General Fund Assigned Fund Balance at the close of Fiscal\nYear 2022/23 to adjust the balance to account for any Fiscal Year 2022/23 budget\nsavings resulting from the projects allocated in Attachment C.\nEND OF CONSENT CALENDAR\nJune 13, 2023
