10A. PUBLIC HEARING RELATIVE TO PLACING THE ANNUAL LEVY OF\nASSESSMENTS FOR THE INSTALLATION, MAINTENANCE, AND SERVICING OF\nPUBLIC LIGHTING FACILITIES AND MEDIAN ISLANDS WITHIN THE BOUNDARIES\nOF THE TERRITORY INCLUDED IN STANTON LIGHTING AND LANDSCAPING\nDISTRICT NO. 1 FOR FISCAL YEAR 2023/24 PURSUANT TO THE LANDSCAPING\nAND LIGHTING ACT OF 1972\nOn May 9, 2023, the City Council adopted Resolution No. 2023-07, approving the\nEngineer’s Report, and Resolution No. 2023-08, declaring its intention to levy and\ncollect the annual assessments for installation, maintenance and servicing of Stanton\nLighting and Landscaping District No. 1 (“the District”) for Fiscal Year 2023/24 pursuant\nto the Landscaping and Lighting Act of 1972. Resolution No. 2023-08 also set the date\nof the public hearing for this matter for June 13, 2023. Harris & Associates, the City’s\nconsultant, prepared the District’s assessment roll for Fiscal Year 2023/24 (Exhibit A of\nAttachment A).\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or\nreasonably foreseeable indirect physical change in the environment) and\n15060(c)(3) (the activity is not a project as defined in Section 15378(b)(4) of the\nCEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it\nhas no potential for resulting in physical change to the environment, directly, or\nindirectly); and\n2. Conduct a public hearing concerning the extent of the District, the improvements, the\nproposed assessments, and all other matters pertaining hereto; and\n3. Adopt Resolution No. 2023-13, confirming the assessments for installation,\nmaintenance, and servicing of lighting and landscaping with the boundaries of the\nterritory included in the District and directing the Orange County Auditor-Controller\nplace the assessment on the property tax roll for Fiscal Year 2023/24, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, CONFIRMING THE ASSESSMENTS FOR INSTALLATION,\nMAINTENANCE, AND SERVICING OF LIGHTING AND LANDSCAPING\nWITHIN THE BOUNDARIES OF THE TERRITORY INCLUDED IN THE\nSTANTON LIGHTING AND LANDSCAPING DISTRICT NO. 1 FOR\nFISCAL YEAR 2023/24”.\nJune 13, 2023
