12A. ADOPTION OF THE FISCAL YEAR 2023/24 OPERATING AND CAPITAL BUDGET\nFOR THE CITY OF STANTON AND STANTON HOUSING AUTHORITY; APPROVE\nEMPLOYEE BENEFITS AND SALARY RATES FOR FISCAL YEAR 2023/24; ADOPT\nTHE FISCAL YEAR 2023/24 APPROPRIATIONS LIMIT; ADOPT FISCAL YEAR\n2023/24 RESERVE POLICY; APPROVE THE CITY INVESTMENT POLICY FOR\nFISCAL YEAR 2023/24; WAIVE COMPETITIVE BIDDING REQUIREMENTS FOR\nCERTAIN COMMODITY PURCHASES; AND APPROVE A FIVE-YEAR AGREEMENT\nWITH THE COUNTY OF ORANGE FOR LAW ENFORCEMENT SERVICES\nOn May 16, 2023, the City Council held a budget workshop to review the Proposed\nOperating and Capital Budget for Fiscal Year 2023/24. During the budget workshop, the\nCity Council approved a number of decision packages that resulted in total\nappropriations increasing by approximately $5.1 million. In addition, since the budget\nworkshop, staff adjusted the proposed budget for the Sewer Maintenance Enterprise\nFund (#501) to provide sufficient funding for contracted sewer cleaning services per the\nresults of the City’s recently completed competitive bidding process. As a result, total\nFiscal Year 2023/24 proposed appropriations (for all City Funds) increased from $40.1\nmillion (at the budget workshop) to $45.4 million. The Proposed Budget for Fiscal Year\n2023/24 is provided as Attachment A.\nIn addition to adopting the Fiscal Year 2023/24 Operating and Capital Budget, staff is\nrecommending City Council approval of the following:\n• Annual approval of employee benefits and salary rates (Attachment D);\n• Annual approval of the City’s appropriation limit (Attachment E);\n• Annual approval of the City’s Reserve Policy (Attachment F);\n• Annual approval of the City’s Investment Policy (Attachment H);\n• Annual approval waiving competitive bidding for certain commodity purchases;\nand,\n• Approval of the five-year agreement with the County of Orange for law\nenforcement services (Attachment I).\nRECOMMENDED ACTION:\n1. City Council find that these items are not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or\nadministrative activities of governments that will not result in direct or indirect\nphysical changes in the environment); and\n2. Adopt Resolution No. 2023-19 adopting the City’s Fiscal Year 2023/24 Operating\nand Capital Budget, entitled:\nJune 13, 2023\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING THE FISCAL YEAR 2023/24 OPERATING\nAND CAPITAL BUDGET AND AUTHORIZING EXPENDITURES AND\nAPPROPRIATIONS RELATED THERETO”; and\n3. Adopt Resolution No. SHA 2023-01 adopting the Stanton Housing Authority’s Fiscal\nYear 2023/24 Operating and Capital Budget, entitled:\n“A RESOLUTION OF THE STANTON HOUSING AUTHORITY OF THE\nCITY OF STANTON, CALIFORNIA, ADOPTING THE FISCAL YEAR\n2023/24 OPERATING AND CAPITAL BUDGET AND AUTHORIZING\nEXPENDITURES AND APPROPRIATIONS RELATED THERETO”; and\n4. Adopt Resolution No. 2023-20 approving the employee benefits and salary rates,\nentitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, REGARDING EMPLOYEE BENEFITS AND SALARY\nRATES FOR ALL CLASSES OF EMPLOYMENT”; and\n5. Adopt Resolution No. 2023-22 approving the appropriations limit for Fiscal Year\n2023/24, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA ADOPTING ITS ARTICLE XIIIB APPROPRIATION\nLIMITATION (GANN LIMITATION) FOR FISCAL YEAR 2023/24”; and\n6. Adopt Resolution No. 2023-23 approving the City’s Reserve Policy, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, APPROVING THE CITY OF STANTON RESERVE\nPOLICY FOR FISCAL YEAR 2023/24”; and\n7. Approve the City’s Investment Policy for Fiscal Year 2023/24; and\n8. Waive the competitive bidding requirements for certain commodity purchases (e.g.,\nasphalt, sand, and paint) during Fiscal Year 2023/24; and\n9. Authorize the City Manager to execute the Five-Year Agreement with the County of\nOrange for the provision of law enforcement services.\nJune 13, 2023
