a) REPORT ADOPTION OF FISCAL YEAR 2023-24 BUDGET\n23-0333 (Finance Director Viki Copeland)\nRecommendation: Staff recommends the City Council:\n1. Receive public testimony regarding the Fiscal Year 2023-24 Budget (Attachment 1);\n2. Approve contracts for services contained in the table herein;\n3. Approve the revision to the Financial Policies on Fund Balance increasing the\nContingency in the General Fund from 16 percent to 20 percent (Attachment 2), redline\nversion (Attachment 3);\n4. Assign $1,030,558 in the General Fund's fund balance for Federal Emergency\nManagement Agency (FEMA) claims;\n5. Approve transfers to the Equipment Replacement Fund (ERF) of $1,719,608 and\nCapital Improvement Fund of $883,449 per the Financial Policies on Fund Balance\n(Attachment 2), redline version (Attachment 3);\n6. Approve the revisions to the Preliminary Budget and Five-Year Forecast as shown in\nthe Staff Report; and\n7. Adopt a Resolution approving the 2023-24 Budget as presented in Exhibit A\n(Attachment 4).
