17. 710 PLANNING WORKING GROUP/TASK FORCE\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is not a project subject to the California Environmental Quality Act (“CEQA") pursuant to\nCEQA Section 21065 and State CEQA Guidelines Sections 15060(c)(2), 15060(c)(3),\nand 15378 of the State CEQA Guidelines; and\n(2) Provide direction to staff regarding the creation of a 710 Working Group.
