AWARD OF CONTRACT TO GARCON CONSTRUCTION FOR FIRST STREET TRANSIT\nIMPROVEMENTS AND APPROPRIATION OF FUNDING (FUNDING SOURCE:\nPROPOSITION A FUND)\nRecommendation: Staff recommends that the City Council:\nA. Award a contract to Garcon Construction for Phase 1 Transit\nImprovements on First Street, and authorize the City Manager to enter into\nan agreement in the amount of $490,857, authorizing $215,536 for Alternate\nBids A & B, and a ten percent contingency in the amount of $70,639, for a\ntotal not-to-exceed amount of $777,032;\nB. Authorize the City Manager to execute a Professional Services Agreement\nwith Aragon Geotechnical Inc., for soils analysis and on-site compaction\ntesting in the amount of $9,527, and a ten percent contingency of $953, for a\ntotal not-to-exceed amount of $10,480;\nC. Authorize the City Manager to execute a Professional Services Agreement\nwith Willdan Engineering for capital improvement inspection services in the\namount of $6,210, and a ten percent contingency in the amount of $621, for\na total not-to-exceed amount of $6,831;\nD. Appropriate $794,343 from the Proposition A Fund for Phase 1 Transit\nImprovements on First Street; and\nE. Find this item exempt from environmental review under the California\nEnvironmental Quality Act (CEQA).
