3. PRESENTATION AND ADOPTION OF THE PROPOSED OPERATING &\nCAPITAL BUDGET FOR FISCAL YEAR 202324\nRecommendation: Staff recommends that the City Council adopt Resolution No. R23\n17, adopting the Operating and Capital Budget for Fiscal Year 202223, adopt\nResolution No. R2320, adopting the Salary Schedule for FY 20232024, and adopt\nResolution No. R2321, approving new job classifications/specifications and salary\nfor the positions of Facility Supervisor and Human Resources Analyst and amending\nthe City Employees’ Association Memorandum of Understanding for the period of July\n1, 2022 through June 30, 2024 to reflect the same. If the Council concurs with\nAGENDA\nstaff’s– recommendation,\nJUNE 14, 2023 an appropriate motion would be:“I move PAGE 3 of 8 (1)\nto adopt\nResolution No. R2317, Adopting the Operating and Capital Budget for the Fiscal\nYear 202324 and Appropriating the Amounts Specified therein from the Funds and\nfor the Purposes Indicated; (2) Resolution No. R2320, Adopting the Salary\nSchedule for FY 20232024; and (3) Resolution No. R2321, Approving New Job\nPhilippe Eskandar to be the City’s next City Manager, effective July 1, 2023; and (3)\napproving the Employment Agreement. If Council agrees with the recommendation,\nan appropriate motion would be: “I move to remove Mario Rueda’s Acting City\nManager designation, effective July 1, 2023, appoint Philippe Eskandar as the City of\nSan Marino City Manager, effective July 1, 2023, and approve the City Manager\nEmployment Agreement between the City of San Marino and Philippe Eskandar.”\n3.
