3.1 RESOLUTION AWARDING A CONSTRUCTION CONTRACT TO S. PORTER INC. FOR THE\nRATHBUN CREEK TRAIL, PHASE III PROJECT\nCity Council will consider a formal resolution authorizing a construction contract with S. Porter, Inc. for the\nRathbun Creek Trail Phase III. The Rathbun Creek Trail system was identified in the Rathbun Creek\nSustainability plan, which identified mobility and recreation opportunities along Rathbun Creek, and\nenvisions trails from the National Forest to Big Bear Lake. The Phase III section of the trail is proposed\nadjacent to Sonoma Drive from Elm Street to Moonridge Road. Upon the award of contract, work is\nanticipated to commence in July 2023 and will be completed this summer.\nEnvironmental Determination: This project is categorically exempt from the California Environmental\nQuality Act (CEQA) pursuant to Section 15301.c Existing Facilities as the minor alteration of existing streets\nand Section 15304 (h) Minor Alterations to Land as the establishment of bicycle trails on existing rights-of-\nway.
