1.13 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT WITH\nSTATEWIDE TRAFFIC SAFETY AND SIGNS, INC. FOR TRAFFIC CONTROL SERVICES IN\nSUPPORT OF THE TOUR DE BIG BEAR EVENT\nCity Council will consider a formal resolution authorizing a professional services agreement with Statewide\nTraffic Safety and Signs, Inc. (Statewide) for traffic control services in support of the Tour de Big Bear\nEvent. The City has historically supported the Tour de Big Bear event through the provision of in-kind\nservices valued at approximately $50,000 annually through the use of existing City staff. Historically, the\nstaff demands required of this event capture several weeks’ worth of staff time and result in additional\novertime hours. In an effort to maintain staff’s effort focused on the larger responsibilities of Public Works,\nstaff solicited proposals to contract out the traffic control services for the Tour de Big Bear event, which\nrepresents the largest single staff power impact. Statewide has solicited a proposal for these services and their\ncost proposal is in line with staff’s expectations and they are experienced in complicated and complex traffic\ncontrol deployments which demonstrate their ability to provide the needed services for this event.\nEnvironmental Determination: Under section 15378 of the California Environmental Quality Act (CEQA)\nGuidelines, this is not a project, and, therefore, no environmental review is required.
