1. Adoption of Fiscal Year 2023-2024 Operating and Capital Budget, and\nApproval of Updates to Fee Schedule for Community Development Services\nand Amending the Fee for Usage of Credit and Debit Cards\nRecommendation\nStaff recommends that the City Council:\n1. Adopt Resolution No. 2023-1439, Approving the City of Laguna Niguel\nFiscal Year 2023-2024 Operating and Capital Improvement Budget;\n2. Hold a Public Hearing, and adopt Resolution 2023-1440, Amending the\nCommunity Development Fee Schedule and Amend the Fee for the Use of\nCity Credit/Debit Cards for Payments to the City, and Making a Finding of\nExemption Under CEQA in Connection Therewith;\n3. Adopt Resolution No. 2023-1441, Establishing the Appropriation Limit\n(Gann Limit) for the City of Laguna Niguel for the Fiscal Year 2023-2024;\n4. Commit the Fiscal Year 2023-2024 $0.5 million budget surplus to the\nDeferred Maintenance, Capital Assets, and Infrastructure Replacement\nreserve; and,\n5.
