11. AWARD CONTRACT: OFFICER SAFETY PLAN 7 – F2M23-6B, C2M19-50, C2M23-1,\nM2M23-4\nOn November 12, 2019, the Council approved a five-year contract between the City of\nAlhambra and Axon Enterprises, Inc. for an integrated in-car mobile audio video system\n(MAVS), body-worn camera (BWC) system and digital evidence management software.\nThe contract, now entering its fourth year, does not include taser and other specialized\nequipment and enhancements, which have traditionally been purchased separately.\nRecently, Axon Enterprises, Inc. made available a more comprehensive and more\nadvanced police equipment safety package, the Officer Safety Plan 7, which integrates\nTaser 7, MAVS, BWC video evidence into one digital evidence management system\ntotaling $1,031,582 over a five-year contract. When bundling the equipment together, the\nCity is expected to save $206,191.80 for all equipment items and upgrades versus\npurchasing independently. Staff is seeking to purchase the MAVS, BWC system and\ndigital evidence software through a cooperative purchase agreement, allowable under\nAlhambra Municipal Code (AMC) Section 3.36.080(B)(3). Sourcewell awarded contract\n#010720-AXN to Axon Enterprises, Inc. for public safety video surveillance solutions with\nrelated equipment, software and accessories with an expiration date of February 21, 2024.\nAdditionally, Axon Enterprises, Inc. is the sole source provider of TASER Energy\nWeapons. Sole source purchase is allowable per AMC Section 3.36.080(B)(2). Should the\nCity move forward with securing a new five-year contract with Axon for its Officer Safety\n6\n1-9-23\nPlan 7, City staff will notify the vendor that the existing contract (C2M19-50) will be\nterminated; however, it will be replaced with the new Officer Safety Plan 7 contract\nbeginning in February, 2023.\nRecommended Action: City Council terminate Contract No. C2M19-50 and approve\na contract, subject to final language approval by the City Manager and City Attorney, by\nand between the City of Alhambra and Axon Enterprises, Inc. for Officer Safety Plan 7 in\nan amount not to exceed $1,031,582 under a five-year contract; and, direct staff to\nundertake the steps necessary to finalize Council’s action.
