H. RESOLUTION NO. 23-37: COUNTY OF LOS ANGELES, COMMUNITY\nDEVELOPMENT BLOCK GRANT PROGRAM PARTICIPATING CITY-\nCOOPERATION AGREEMENT\nThe City receives Community Development Block Grant funds administered\nthrough the Los Angeles County Development Agency. Every three years, the\nCounty must re-qualify for the Urban County designation and entitlement\nstatus from the U.S. Department of Housing and Urban Development, which\nallows the Los Angeles County Development Agency to administer Community\nDevelopment Block Grant funds directly to the City. For the City to continue\nparticipating and receive funding directly from the Los Angeles County\nDevelopment Agency, the City must execute a Cooperation Agreement with the\nCounty and adopt the proposed Resolution. The City of San Gabriel’s\nCommunity Development Block Grant funding allocation estimate for Fiscal\nYear 2023-2024 is $300,561.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 23-37 authorizing the City’s participation in the Los\nAngeles Urban County Community Development Block Grant Program; and\n2. Authorize the Mayor or their designee to execute all documents necessary\nfor participation in the Los Angeles Urban County Community Development\nBlock Grant Program on behalf of the City of San Gabriel.
