APPROVAL OF A MEMORANDUM OF AGREEMENT FOR THE\nADMINISTRATION AND COST SHARING FOR THE IMPLEMENTATION OF\nTHE COORDINATED INTEGRATED MONITORING PROGRAM AND\nWATERSHED MANAGEMENT PLAN FOR THE UPPER LOS ANGELES RIVER\nWATERSHED MANAGEMENT AREA IN THE AMOUNT OF $13,688 FOR THE\nFISCAL YEAR 2023-24\nStaff recommends the approval of a Memorandum of Agreement (MOU)\nbetween the City of San Gabriel, along with 18 other governmental agencies\nand the San Gabriel Valley Council of Governments for administration and cost\nsharing among the agencies related to the implementation of the Coordinated\nIntegrated Program and Watershed Management Plan for the Upper Los\nAngeles River Watershed Management Area. The proposed budget for Fiscal\nYear 2023-24 includes funding for the first year of this MOU. However, due to\nmonitoring and reporting requirements to meet compliance schedules, the\ncosts vary during the length of the three-year term. As such, funding for future\nfiscal years will be planned and budgeted accordingly.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\nthe Memorandum of Agreement for the Administration and Cost Sharing for\nthe Implementation of the Coordinated Integrated Monitoring Program and\nWatershed Management Area and approve a purchase order in an amount not\nto exceed $13,688 from account number 138-800-03-22-000.

E. INTER-CON CONTRACT EXTENSION IN THE AMOUNT OF $137,932 FOR\nPARKING ENFORCEMENT SERVICES THROUGH DECEMBER 31, 2023\nThe Professional Services Agreement with Inter-Con Security Systems Inc.\ncontract to provide parking enforcement services expires on June 30, 2023. Staff\nrecommends the extension of the contract for an additional six months, ending\nDecember 31, 2023, to engage further research into alternative parking-\nenforcement services. The cost for the six-month extension is $137,932. Parking\nenforcement services are currently budgeted in the amount of $276,000 for\nFiscal Year 2022-23. $350,000 was budgeted for parking enforcement services\nfor Fiscal Year 2023-24 due to forecasted cost escalations.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to extend\nthe current contract with Inter-Con for an additional six months, ending on\nDecember 31, 2023. Staff will re-evaluate their services and/or seek other\nopportunities for services for the remainder of Fiscal Year 2023-24.

HUNTER AND\nASSOCIATES, INCORPORATED IN THE AMOUNT OF $46,900 TO PROVIDE\nNATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PROGRAM\nMANAGEMENT SUPPORT SERVICES FOR FISCAL YEAR 2023-24\nStaff seeks to award a Professional Services Agreement with John L. Hunter and\nAssociates, Inc. to provide National Pollutant Discharge Elimination System\nProgram Management Support Services and approve purchase orders in the\namount not to exceed $46,900 for Fiscal Year 2023-24 and $7,035 in an\nadditional contingency amount. Funding for the first year of this Professional\nServices Agreement is included in the Stormwater (Measure W) account.\nHowever, due to Consumer Price Index annual increases, the costs will vary\nduring the length of the agreement. RESOLUTION NO. 23-41 APPROVING A REQUEST FOR TEMPORARY\nSTREET CLOSURE ON THE 300 BLOCK OF BRIDGE STREET\nRequest for a temporary street closure to host a block party on Sunday, July 2,\n2023, on the 300 block of Bridge Street between Sycamore Drive to the end of\nthe cul-de-sac. There is no fiscal impact related to this item. Normally scheduled\nstaff time will be used for this item.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-41 authorizing\nclosure on Bridge Street between Sycamore Drive to the end of the cul-de-sac\nfrom 3:00 p.m. to 8:00 p.m. on Sunday, July 2, 2023.

RESOLUTION NO. 23-37: COUNTY OF LOS ANGELES, COMMUNITY\nDEVELOPMENT BLOCK GRANT PROGRAM PARTICIPATING CITY-\nCOOPERATION AGREEMENT\nThe City receives Community Development Block Grant funds administered\nthrough the Los Angeles County Development Agency. Every three years, the\nCounty must re-qualify for the Urban County designation and entitlement\nstatus from the U.S. Department of Housing and Urban Development, which\nallows the Los Angeles County Development Agency to administer Community\nDevelopment Block Grant funds directly to the City. For the City to continue\nparticipating and receive funding directly from the Los Angeles County\nDevelopment Agency, the City must execute a Cooperation Agreement with the\nCounty and adopt the proposed Resolution. The City of San Gabriel’s\nCommunity Development Block Grant funding allocation estimate for Fiscal\nYear 2023-2024 is $300,561.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 23-37 authorizing the City’s participation in the Los\nAngeles Urban County Community Development Block Grant Program; and\n2. Authorize the Mayor or their designee to execute all documents necessary\nfor participation in the Los Angeles Urban County Community Development\nBlock Grant Program on behalf of the City of San Gabriel.

I. ADOPTION OF RESOLUTION NO. 23-42, RELATED TO PERMANENT LOCAL\nHOUSING ALLOCATION (PLHA) YEAR 3 FUNDING AND PROPOSED\nELIGIBLE ACTIVITIES\nThe Los Angeles County Development Authority (LACDA), on behalf of Los\nAngeles County and its participating cities, will be applying for funding for Year\n3 of the Permanent Local Housing Allocation Program from the California\nDepartment of Housing & Community Development. The allocation is based\non real estate recording fees, and it is estimated that the City of San Gabriel will\nbe allocated $334,526 from the $18 million grant for the period July 1, 2023 –\nJune 2024 (Year 3). The City of San Gabriel has the opportunity to utilize this\nfunding for the eligible housing activities as identified in the PLHA grant\nguidelines. Staff is recommending adoption of the Resolution by the City\nCouncil and allocation of the $334,526 to assist the City in developing its first\npotential affordable housing project at 405 S. Del Mar Ave, which is an eligible\nactivity under the grant guidelines. If the State approves the eligible activities,\nthe City is expected to have access to the $334,526 reimbursable grant through\nLACDA by July 1, 2023.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-42 which\napproves the following actions:\n1. Elect the following eligible activities, subject to the State approval, for Year\n3 of the 5-year Permanent Local Housing Allocation grant period:\n(1) The predevelopment, development, acquisition, rehabilitation,\nand preservation of multifamily, residential live-work, rental\nhousing, that is affordable to extremely low-, very low-, low-, or\nmoderate-income households, including necessary operating\nsubsidies.\n2. Allocate, upon State approval, $334,526 of the Year 3 Permanent Local\nHousing Allocation toward eligible activity #1, and\n3. Authorize the City Manager to execute new contacts (and any other\nrequired documents) with Los Angeles County Development Authority for\nthe 5-year Permanent Local Housing Allocation Plan grant period and for\nYear 3 of the allocation and make adjustments as necessary to reflect the\nactual allocation of funds to San Gabriel.

J. ADOPT RESOLUTION NO. 23-38 APPROVING THE FISCAL YEAR 2023-24\nSENATE BILL 1 ROAD REPAIR AND ACCOUNTABILITY ACT PROJECT LIST\nSenate Bill 1, also known as the Road Repair and Accountability Act of 2017,\nprovides the City of San Gabriel with access to funds for basic road\nmaintenance, rehabilitation, and safety projects. In Fiscal Year 2023-24, the City\nwill receive an estimated $975,535. To qualify for funding under the Act, the\nCity must adopt a list of eligible street improvement projects. The Resolution\npresented for Council’s consideration would adopt the project list and\nauthorize the Public Works Director to file the required documents with the\nCalifornia Transportation Commission to receive the funding.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-38 and\nauthorize the Public Works Director to file the necessary documentation to\nsatisfy SB1 funding requirements and act as the authorized signatory for\nmatters related to this year’s funding.

A. ORDINANCE NOS. 689 AND 690 AMENDING CHAPTER 153 OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO INCLUSIONARY HOUSING AND\nDENSITY BONUS (ZTA23-001) – INTRODUCTION AND FIRST READING\nOn March 2, 2023, information and options related to a potential code update\nand amendment to introduce an inclusionary housing requirement and update\nto the existing density bonus ordinance were presented to the Planning\nCommission and City Council in a joint study session to provide comments.\nFollowing discussions, the Planning Commission recommended approval to the\nCity Council of the proposed zone text amendments Ordinance No. 689 and\nOrdinance No. 690. The proposed Zone Text Amendment would amend\nChapter 153 of the San Gabriel Municipal Code (SGMC) relating to Inclusionary\nHousing and Density bonus. The Fiscal Year 2022-23 Adopted Budget includes\nthe cost for required legal publication (Account No. 121-702-00-65-000) and\ncodification (Account No. 121-702-00-22-000) of the ordinance, if adopted by\nthe City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing, discuss proposed Ordinance No. 689 and\nOrdinance No. 690;\n2. Motion to waive full reading and introduce Ordinance No. 689 and\nOrdinance No. 690 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL.\nCALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE) OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO INCLUSIONARY HOUSING\nAND DENSITY BONUS.\n3. Motion to waive further reading of the Ordinance and schedule the second\nreading and adoption of the Ordinance for the next regular City Council\nmeeting. The Ordinance would then become effective 30 days after\nadoption.
