I. ADOPTION OF RESOLUTION NO. 23-42, RELATED TO PERMANENT LOCAL\nHOUSING ALLOCATION (PLHA) YEAR 3 FUNDING AND PROPOSED\nELIGIBLE ACTIVITIES\nThe Los Angeles County Development Authority (LACDA), on behalf of Los\nAngeles County and its participating cities, will be applying for funding for Year\n3 of the Permanent Local Housing Allocation Program from the California\nDepartment of Housing & Community Development. The allocation is based\non real estate recording fees, and it is estimated that the City of San Gabriel will\nbe allocated $334,526 from the $18 million grant for the period July 1, 2023 –\nJune 2024 (Year 3). The City of San Gabriel has the opportunity to utilize this\nfunding for the eligible housing activities as identified in the PLHA grant\nguidelines. Staff is recommending adoption of the Resolution by the City\nCouncil and allocation of the $334,526 to assist the City in developing its first\npotential affordable housing project at 405 S. Del Mar Ave, which is an eligible\nactivity under the grant guidelines. If the State approves the eligible activities,\nthe City is expected to have access to the $334,526 reimbursable grant through\nLACDA by July 1, 2023.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-42 which\napproves the following actions:\n1. Elect the following eligible activities, subject to the State approval, for Year\n3 of the 5-year Permanent Local Housing Allocation grant period:\n(1) The predevelopment, development, acquisition, rehabilitation,\nand preservation of multifamily, residential live-work, rental\nhousing, that is affordable to extremely low-, very low-, low-, or\nmoderate-income households, including necessary operating\nsubsidies.\n2. Allocate, upon State approval, $334,526 of the Year 3 Permanent Local\nHousing Allocation toward eligible activity #1, and\n3. Authorize the City Manager to execute new contacts (and any other\nrequired documents) with Los Angeles County Development Authority for\nthe 5-year Permanent Local Housing Allocation Plan grant period and for\nYear 3 of the allocation and make adjustments as necessary to reflect the\nactual allocation of funds to San Gabriel.
