A. ORDINANCE NOS. 689 AND 690 AMENDING CHAPTER 153 OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO INCLUSIONARY HOUSING AND\nDENSITY BONUS (ZTA23-001) – INTRODUCTION AND FIRST READING\nOn March 2, 2023, information and options related to a potential code update\nand amendment to introduce an inclusionary housing requirement and update\nto the existing density bonus ordinance were presented to the Planning\nCommission and City Council in a joint study session to provide comments.\nFollowing discussions, the Planning Commission recommended approval to the\nCity Council of the proposed zone text amendments Ordinance No. 689 and\nOrdinance No. 690. The proposed Zone Text Amendment would amend\nChapter 153 of the San Gabriel Municipal Code (SGMC) relating to Inclusionary\nHousing and Density bonus. The Fiscal Year 2022-23 Adopted Budget includes\nthe cost for required legal publication (Account No. 121-702-00-65-000) and\ncodification (Account No. 121-702-00-22-000) of the ordinance, if adopted by\nthe City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing, discuss proposed Ordinance No. 689 and\nOrdinance No. 690;\n2. Motion to waive full reading and introduce Ordinance No. 689 and\nOrdinance No. 690 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL.\nCALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE) OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO INCLUSIONARY HOUSING\nAND DENSITY BONUS.\n3. Motion to waive further reading of the Ordinance and schedule the second\nreading and adoption of the Ordinance for the next regular City Council\nmeeting. The Ordinance would then become effective 30 days after\nadoption.
