K. Consideration and possible action to approve Amendment No. 2 to the\nProfessional Services Agreement with Environmental Sciences Associates to\ncomplete the City’s 2021-2029 Housing Element Update. (Bobbett)\nRecommendation: 1) Approve Amendment No. 2 to the Professional Services\nAgreement (PSA) with Environmental Sciences Associates (ESA) (Attachment\nA) to increase the agreement amount by $20,000 consisting of $14,000 and a\ncontingency of $6,000 for a new contract sum of $288,089.48, extend the term\nto December 29, 2023, and augment the scope of work to complete the City’s\n2021-2029 Housing Element Update in response to the comments received by\nCalifornia Department of Housing and Community Development (HCD); and,\n2) Authorize the Mayor and City Clerk to execute Amendment No. 2 to the\nProfessional Services Agreement with Environmental Sciences Associates in a\nform approved by the City Attorney.\nAgenda Report
