7.1 PARTICIPATION IN THE LOS ANGELES URBAN COUNTY\nPERMANENT LOCAL HOUSING ALLOCATION ("PLHA") PROGRAM.\nRecommended Action:\nA. Adopt Resolution No. 2023-25 approving the City's participation in\nYears 1 through 3 of the Los Angeles Urban County PLHA Program;\nidentifying proposed activities for the expenditure of $649,080 in\ncombined PLHA funding; and authorizing the City Manager to sign a\nreimbursable contract with the Los Angeles County Development\nAuthority ("LACDA"); and\nB.
