12.e Amend City Classification Plan and Salary Schedule for the Administrative Services\nDepartment Finance Division & Authorize Special Assignment Pay for the Police\nDepartment- Police Records Clerk, Lead and Community Impact Team Patrol Officer\nStaff Recommendation:\nSuzanne Stone, Deputy Director of Administrative Services - Human Resources\nAnita Agramonte, Director of Administrative Services\nDavid Povero, Chief of Police\nChris Marcarello, City Manager\nStaff Recommendation:\nThat the City Council adopt Resolutions CC 2023-53, CC 2023-54, and CC 2023-55,\nauthorizing the following organizational changes:\n1. Authorize the City Manager to execute a side letter agreement between the City and the\nAmerican Federation of State, County and Municipal Employees (AFSCME) Bargaining\nUnit to establish Special Assignment Pay for Police Records Clerk, Lead assignment;\n2. Authorize the City Manager to execute a side letter agreement between the City and the\nPolice Association of Covina (PAC) Bargaining Unit to establish Special Assignment Pay\nfor Police Liaison Premium- Community Impact Team (CIT) Patrol Officer assignment;\n3. Amend the City's Classification Plan to establish job classifications and salary ranges for\nPayroll Analyst and Senior Payroll Analyst in the Administrative Services Department,\nwithin the Mid-Management, Supervisory and Professional, and Confidential and Technical\nEmployees (Unaffiliated) Compensation Rules and revise the existing job classification\ndescription for Payroll Technician; and\n4. Amend the Fiscal Year 2024 Budget to revise the two (2) approved budgeted fulltime\npositions of Management Analyst in the Administrative Services Department to that of\nHuman Resources Analyst and Payroll Analyst.
