14. Waive the bidding requirement of Council Policy 4.0 and approve the Second Amendment to\nAgreement, in substantial form, with American Guard Services, Inc., to extend the contract term\nby one year and increase the compensation by an amount not to exceed $1,200,000 for the\nperiod of July 1, 2023 to June 30, 2024 for school crossing guard services; and authorize de\nminimis changes to the Amendment that do not substantially change the terms and conditions\nas determined by the City Attorney’s Office.
