15. PROFESSIONAL SERVICES AGREEMENT WITH WEBSOFT DEVELOPERS, INC.\nFOR MOBILE MAINTENANCE MANAGEMENT SYSTEM (MMS) LICENSING\nSOFTWARE\nPresented by Joe Hunt, Senior Management Analyst\nPurpose: Authorize the Public Works Department to purchase Mobile MMS software for\nunlimited access for all city-related activities. Associated annual costs in the amount of\n$51,150 will be paid for with a combination of General Fund, Water Enterprise, and\nEquipment/Maintenance and Replacement Funds.\nRecommended Action: 1) Approve a three-year professional services agreement with\nWebsoft Developers, Inc., in the total amount of $153,450 for Mobile MMS licensing\nsoftware; 2) Authorize the City Manager and City Attorney to make any necessary, non-\nmonetary changes to the agreement; 3) Authorize the City Manager and City Clerk to\nexecute the agreement; 4) Determine that dispensing with competitive bidding pursuant\nto Section 3.28.080(C) of the Buena Park Municipal Code, which allows for the use of a\nsole source vendor, is in the best interest of the City, as it provides a customized MMS\nprogram dedicated to the specific needs of the City Yard maintenance activities;\n5) Approve budget allocations in the amount of: $3,000 (Account No. 71-6240-170710);\n$5,000 (Account No. 11-6240- 760310); and, $750 (Account No. 77-6240-170670) for\nthis purpose.
