SUBAWARD AGREEMENT WITH KCS HEALTH CENTER FOR FUNDS\nALLOCATED BY THE STATE OF CALIFORNIA BUDGET TO PURCHASE THREE\nMOBILE HEALTH CLINICS\nPurpose: Accept funds from the Department of Health Care Services and act as a\npass-through agency for the purchase of three mobile health care clinics by KCS\nHealth Center. Associated costs in the amount of $1,000,000 have been allocated by\nthe State of California budget by the Executive Order 22/23-157 via Assemblywoman\nSharon Quirk- Silva\nRecommended Action: 1) Approve a subaward agreement with KCS Health Centers for\nfunds allocated by the State of California to purchase three mobile health clinics;\n2) Authorize the City Manager and City Attorney to make any necessary, non-monetary\nchanges to the agreement; 3) Authorize the City Manager and City Clerk to execute the\nagreement; 4) Accept funds in the amount of $1,000,000 from the State of California\nDepartment of Health Care Services to be passed-through to KCS Health Centers; and,\n5) Allocate funds in the amount of $1,000,000 for this purpose.

AMENDED AND RESTATED AGREEMENT WITH THE SOUTHEAST AREA ANIMAL\nCONTROL AUTHORITY (SEAACA) FOR ANIMAL CONTROL SERVICES\nPurpose: Authorize the City Manager's Office to execute an agreement to extend the\nexisting contract for animal control services. Associated costs in the amount of\n$622,034 will be funded by the General Fund.\nRecommended Action: 1) Approve an agreement with the Southeast Area Animal\nControl Authority (SEAACA) for animal control services; 2) Authorize the City Attorney\nand City Manager to make any necessary, non-monetary changes to the amendment;\nand, 3) Authorize the City Manager and City Clerk to execute the agreement.

RESOLUTION DECLARING THE CITY-OWNED REAL PROPERTY LOCATED AT\n6711 BEACH BOULEVARD SURPLUS LAND\nPurpose: Declare City-owned property to be “surplus land” for purposes of the SLA as\npreliminary step in the City’s efforts to facilitate the sale and development of the\nProperty. There is no budget impact associated with this action.\nRecommended Action: 1) Adopt a Resolution declaring the City-owned real property\nlocated at 6711 Beach Boulevard, Buena Park, CA (the “Property”) to be “surplus land”\npursuant to the California Surplus Land Act (California Government Code § 54220 et\nseq., the “SLA”).

14. RESOLUTION AUTHORIZING THE PURCHASE OF DIFFERENCE IN CONDITIONS\nCOVERAGE (I.E. EARTHQUAKE INSURANCE) FOR ESSENTIAL CITY FACILITIES\nPurpose: Adopt a resolution authorizing the Human Resources/Risk Management\nDepartment to purchase difference in conditions coverage (i.e. earthquake insurance) for\nessential City facilities, including Fire Stations Nos. 61, 62, and 63, effective\nJuly 1, 2023, for one year. Associated cost in the amount of $340,559 will be funded by\nthe Public Liability Self Insurance Fund.\nRecommended Action: 1) Adopt a resolution authorizing the purchase of difference in\nconditions coverage (i.e. earthquake insurance) for essential City facilities; 2) Authorize\nthe City Manager to execute any necessary documents to bind coverage; and,\n3) Allocate funds in the amount of $340,559 for this purpose.

PROFESSIONAL SERVICES AGREEMENT WITH WEBSOFT DEVELOPERS, INC.\nFOR MOBILE MAINTENANCE MANAGEMENT SYSTEM (MMS) LICENSING\nSOFTWARE\nPresented by Joe Hunt, Senior Management Analyst\nPurpose: Authorize the Public Works Department to purchase Mobile MMS software for\nunlimited access for all city-related activities. Associated annual costs in the amount of\n$51,150 will be paid for with a combination of General Fund, Water Enterprise, and\nEquipment/Maintenance and Replacement Funds.\nRecommended Action: 1) Approve a three-year professional services agreement with\nWebsoft Developers, Inc., in the total amount of $153,450 for Mobile MMS licensing\nsoftware; 2) Authorize the City Manager and City Attorney to make any necessary, non-\nmonetary changes to the agreement; 3) Authorize the City Manager and City Clerk to\nexecute the agreement; 4) Determine that dispensing with competitive bidding pursuant\nto Section 3.28.080(C) of the Buena Park Municipal Code, which allows for the use of a\nsole source vendor, is in the best interest of the City, as it provides a customized MMS\nprogram dedicated to the specific needs of the City Yard maintenance activities;\n5) Approve budget allocations in the amount of: $3,000 (Account No. 71-6240-170710);\n$5,000 (Account No. 11-6240- 760310); and, $750 (Account No. 77-6240-170670) for\nthis purpose.

FOR THE MALVERN AVENUE AND BEACH\nBOULEVARD WATER VAULT AND MAIN REHABILITATION PROJECT\nPurpose: Approve specifications and authorize the Public Works Department to hire a\ncontractor for the Malvern Avenue and Beach Boulevard Water Vault and Main\nRehabilitation Project. This project is funded by the Water Enterprise Fund through the\nPipeline Improvements Project budget (Account No. 52-9806-396825) and the\nPressure Reducing Vault Replacement budget (Account No. 52-9806-396852).\nRecommended Action: 1) Adopt a resolution approving the specifications for the\nMalvern Avenue and Beach Boulevard Water Vault and Main Rehabilitation Project;\n2) Award a contract to GCI Construction, Inc. in the amount of $111,000; 3) Authorize\ncontingency funds in the amount of $17,000 in the same purchase order; 4) Authorize\nthe City Manager and City Clerk to make any necessary, non-monetary changes to the\ncontract; 5) Authorize the City Manager and City Clerk to execute the contract. RESOLUTION APPROVING PLANS, SPECIFICATIONS, AND APPROVAL OF\nCONTRACT WITH U.S. BUILDERS & CONSULTANTS FOR THE METROLINK\nSTATION IMPROVEMENT PROJECT\nPurpose: Approve plans and specifications and authorize the Public Works Department\nto hire a contractor for the Metrolink Station Improvement Project. This project is a part\nof the FY 2022-2023 Capital Improvements Projects budget, and is funded by Measure\nM2 funds (local fairshare) (Account No. 11-9806-190063).\nRecommended Action: 1) Adopt a resolution approving plans and specifications for the\nMetrolink Station Improvement Project; 2) Award a contract to U.S. Builders &\nConsultants in the amount of $298,400; 3) Authorize contingency funds in the amount\nof $30,000 in the same purchase order; 4) Approve a budget transfer in the amount of\n$121,531 from the undesignated M2 Fund balance; 5) Authorize the City Manager and\nCity Attorney to make any necessary, non-monetary changes to the contract; and,\n6) Authorize the City Manager and City Clerk to execute the contract.

FOR A\nBUENA PARK POLICE DEPARTMENT COMPREHENSIVE WELLNESS PROGRAM\nAND ACCEPTANCE OF A GRANT FROM THE BOARD OF STATE AND\nCOMMUNITY CORRECTIONS (BSCC) FOR THE PROGRAM\nPurpose: Authorize the Human Resources Department to accept an Officer Wellness\nand Mental Health grant to fund a new Police Department comprehensive wellness\nprogram award. Funds in the amount of $58,272.86 from a BSCC grant will be used for\nthis purpose. A budget transfer in the amount of $23,918 from the undesignated\nGeneral Fund reserve balance is required to fund the balance of the program cost.\nRecommended Action: 1) Approve a professional services agreement with WorkCare,\nInc. for a Buena Park Police Department comprehensive wellness program; 2) Authorize\nthe City Manager and City Attorney to make any necessary, non-monetary changes to\nthe agreement; 3) Authorize the City Manager and City Clerk to execute the agreement;\n4) Accept grant funds in the amount $58,272.86 from the BSCC for the program; 5)\nAuthorize the City Manager or his designee to sign all necessary grant documents to\naccept the funds; 6) Authorize a budget allocation in the amount of $58,272.86 for this\npurpose; and 7) Authorize a budget transfer in the amount of $23,918 from the\nundesignated General Fund reserve balance for this purpose.
