9D. SECOND AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL\nCONSULTING SERVICES WITH WILLDAN FINANCIAL SERVICES FOR THE\nPREPARATION OF AN OVERHEAD COST ALLOCATION PLAN AND\nCOMPREHENSIVE USER FEE STUDY\nOn January 12, 2021, the City entered into an agreement with Willdan Financial\nServices for the preparation of an overhead cost allocation plan and comprehensive\nuser fee study. On June 28, 2022, the City Council approved the first amendment to the\nagreement to extend the term of the agreement to June 30, 2023. The project is still in\nprocess due to the turnover in the Community and Economic Development and Public\nWorks Departments over the last year. Therefore, staff requests that the City Council\napprove the proposed second amendment to extend the term of the agreement to allow\nsufficient time for the study to be completed (Attachment A).\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Section 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Authorize the City Manager to execute the second amendment to the agreement\nwith Willdan Financial Services to extend the term for the preparation of an overhead\ncost allocation plan and a comprehensive user fee study.
