12A. GRANT ADMINISTRATION AGREEMENT WITH THE HOPE CENTER OF ORANGE\nCOUNTY\nThe City was designated as the recipient of $5,000,000 as part of the Byrne\nDiscretionary Grants program. The grant must be used for the project of the North\nOrange County Public Safety Task Force. The North Orange County Public Safety\nCollaborative’s Coordinating & Advisory Board has directed that the funds be used to\nsponsor the programs and activities of the HOPE Center of Orange County (HOPE\nCenter). This agreement ensures that the City’s disbursement, and the HOPE Center’s\nuse, of the grant funds complies with all applicable legal requirements.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. Approve the Grant Administration Agreement and authorize the City Manager to\nexecute said Agreement; and\n3. Ratify payments made to HOPE Center from September 1, 2022, through June 27,\n2023.

12B. STANTON’S SIDEWALK VENDING ORDINANCE\nAt the March 28, 2023, Council meeting, the Council received consensus and directed\nstaff to proceed with researching the feasibility of a moratorium on sidewalk vending.\nSubsequently, the City Attorney’s Office researched the feasibility of a moratorium and\nconducted a review of various ordinances related to food vending in Southern\nCalifornia. A moratorium is not recommended at this time, as State law limits the City’s\nability to restrict sidewalk vending. Moreover, Stanton’s current ordinance generally\nrepresents the current state of best practices under sidewalk vending regulation under\nSenate Bills 946 and 972. That said, there are modifications proposed in the report if\nthe Council wishes to be more specific or stringent.\nRECOMMENDED ACTION:\n1. City Council declare this action to be exempt under the California Environmental\nQuality Act (“CEQA”), the project is exempt pursuant to Section 15061(b)(3) of the\nState CEQA Guidelines (Title 14 of the California Code of Regulations); and\n2. Consider whether to direct the City Attorney to bring back modifications to the City’s\nsidewalk vending ordinance.\nJune 27, 2023

SECOND AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL\nCONSULTING SERVICES WITH WILLDAN FINANCIAL SERVICES FOR THE\nPREPARATION OF AN OVERHEAD COST ALLOCATION PLAN AND\nCOMPREHENSIVE USER FEE STUDY\nOn January 12, 2021, the City entered into an agreement with Willdan Financial\nServices for the preparation of an overhead cost allocation plan and comprehensive\nuser fee study. On June 28, 2022, the City Council approved the first amendment to the\nagreement to extend the term of the agreement to June 30, 2023. The project is still in\nprocess due to the turnover in the Community and Economic Development and Public\nWorks Departments over the last year. Therefore, staff requests that the City Council\napprove the proposed second amendment to extend the term of the agreement to allow\nsufficient time for the study to be completed (Attachment A).\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Section 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Authorize the City Manager to execute the second amendment to the agreement\nwith Willdan Financial Services to extend the term for the preparation of an overhead\ncost allocation plan and a comprehensive user fee study.

9E. APPROVAL OF COOPERATIVE AGREEMENT NO. C-3-2435 WITH THE ORANGE\nCOUNTY TRANSPORTATION AUTHORITY FOR THE COUNTYWIDE SIGNAL\nSYNCHRONIZATION BASELINE PROJECT\nAs part of the Regional Traffic Signal Synchronization Program, Orange County\nTransportation Authority (OCTA) is looking to work with local agencies to coordinate\ntraffic signals across multiple jurisdictional boundaries. The Project will be managed and\nimplemented by OCTA and the participating Agencies would be providing\ndocuments/records and support. Staff is recommending approval of the Cooperative\nJune 27, 2023\nAgreement with OCTA to become a participating agency to help improve traffic signal\ntiming, enhance traffic flow, and reduce traffic congestion throughout the City.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in\nthe environment; and\n2. Approve OCTA Cooperative Agreement No. C-3-2435 to participate in the\nCountywide Signal Synchronization Baseline Project; and\n3. Authorize the City Manager to bind the City of Stanton and the OCTA in a contract to\nimplement the project.

9F. APPROVAL OF THIRD AMENDMENT EXTENDING THE CONTRACT WITH\nQUALITY MANAGEMENT GROUP, INC. TO PROVIDE PROFESSIONAL PROPERTY\nMANAGEMENT SERVICES\nQuality Management Group, Inc. (QMG) has been providing professional property\nmanagement services for the City/Housing Authority-owned properties within the Tina-\nPacific neighborhood since 2020. The professional services agreement, as currently\namended, expires on July 1, 2023. If approved, this Third Amendment will extend the\nterm of the agreement through June 30, 2024 and increase the not-to-exceed\ncompensation amount to cover 12 months of professional property management\nservices.\nRECOMMENDED ACTION:\n1. Stanton Housing Authority/City Council declare that this item is not subject to the\nCalifornia Environmental Quality Act (“CEQA”) pursuant to Sections 15060(c)(3) and\n15378(b)(5); and\n2. Approve the Third Amendment to the existing agreement with QMG extending the\nterm by 12 months and the associated not-to-exceed compensation amount by\nninety thousand dollars ($90,000); and\n3. Authorize the City Manager/Executive Director to execute the Third Amendment to\nthe existing agreement with QMG.\nEND OF CONSENT CALENDAR
