9E. APPROVAL OF COOPERATIVE AGREEMENT NO. C-3-2435 WITH THE ORANGE\nCOUNTY TRANSPORTATION AUTHORITY FOR THE COUNTYWIDE SIGNAL\nSYNCHRONIZATION BASELINE PROJECT\nAs part of the Regional Traffic Signal Synchronization Program, Orange County\nTransportation Authority (OCTA) is looking to work with local agencies to coordinate\ntraffic signals across multiple jurisdictional boundaries. The Project will be managed and\nimplemented by OCTA and the participating Agencies would be providing\ndocuments/records and support. Staff is recommending approval of the Cooperative\nJune 27, 2023\nAgreement with OCTA to become a participating agency to help improve traffic signal\ntiming, enhance traffic flow, and reduce traffic congestion throughout the City.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in\nthe environment; and\n2. Approve OCTA Cooperative Agreement No. C-3-2435 to participate in the\nCountywide Signal Synchronization Baseline Project; and\n3. Authorize the City Manager to bind the City of Stanton and the OCTA in a contract to\nimplement the project.
