12B. STANTON’S SIDEWALK VENDING ORDINANCE\nAt the March 28, 2023, Council meeting, the Council received consensus and directed\nstaff to proceed with researching the feasibility of a moratorium on sidewalk vending.\nSubsequently, the City Attorney’s Office researched the feasibility of a moratorium and\nconducted a review of various ordinances related to food vending in Southern\nCalifornia. A moratorium is not recommended at this time, as State law limits the City’s\nability to restrict sidewalk vending. Moreover, Stanton’s current ordinance generally\nrepresents the current state of best practices under sidewalk vending regulation under\nSenate Bills 946 and 972. That said, there are modifications proposed in the report if\nthe Council wishes to be more specific or stringent.\nRECOMMENDED ACTION:\n1. City Council declare this action to be exempt under the California Environmental\nQuality Act (“CEQA”), the project is exempt pursuant to Section 15061(b)(3) of the\nState CEQA Guidelines (Title 14 of the California Code of Regulations); and\n2. Consider whether to direct the City Attorney to bring back modifications to the City’s\nsidewalk vending ordinance.\nJune 27, 2023
