An\nOrdinance of the City of Banning, California, Regarding Vacant and Distressed\nProperties and Amending Chapter 8.12 of the Banning Municipal Code Regarding\nthe Same, and Making Findings Pursuant to CEQA (Public Resources Code Section\n21000 et seq.) (“CEQA”) and the State CEQA Guidelines (California Code of\nRegulations, Title 14, Section 15000 et seq.), that the City Council finds that it can be\nseen with certainty that there is no possibility that the adoption of this Ordinance will\nhave a significant effect on the environment. Adoption of this ordinance is therefore\nexempt from CEQA pursuant to State CEQA Guidelines Section 15061(b)(3).
